Festive UPI Settlement Delays: T+1 Deadlines, Auto-Reversals, and Chargeback Rules
During festive holiday clusters—Diwali, Govardhan Puja, Bhai Dooj, and Chhath Puja—banks operate on skeleton staffing and interbank clearing cycles slow down. Merchants seeing money in their aggregator dashboards wonder why funds haven't credited to their primary current account.
Here is how settlement windows operate during public holiday clusters and the exact RBI rules protecting both merchants and customers.
1. T+0 vs T+1 vs Bank Holiday Batches
Standard static QR payments processed through aggregators (PhonePe, Paytm, BharatPe) settle either in real time (instant settlement, often with a 0.15% fee) or via free automated daily batches (T+1). When Sunday and state holidays align, automated NEFT payout batches shift to the next banking business day. Your sales are safely logged on the merchant ledger, but the acquiring bank nodal account releases funds on the next business morning.
2. RBI Auto-Reversal TAT and ₹100/Day Compensation
Under RBI Circular DPSS.CO.PD No.629/02.01.014/2019-20, if a customer account was debited but the payment failed to reach the merchant, banks are legally mandated to auto-reverse the money within T+1 day.
If the remitter bank takes longer than T+1 calendar days to credit the money back, the bank must pay compensation of ₹100 per day directly to the customer account, calculated from day T+2 until the date of reversal. Merchants can share this rule with anxious shoppers whose debits timed out at the counter.
3. How to Verify UTRs Without Panic
Every successful UPI payment generates a unique 12-digit UPI Transaction Reference (UTR) number (e.g., 6318XXXXXXXX). If the customer shows a success screen with a valid UTR, but your soundbox was silent:
- Open your merchant app and search the last 4 digits of the UTR in the live transaction search bar.
- If the transaction is recorded in the merchant app, the payment is confirmed; the soundbox simply missed the network packet.
- If the UTR is nowhere in your merchant ledger, the transaction has been trapped at the NPCI switch and will auto-reverse to the customer under RBI turnaround rules.
Frequently Asked Questions
Can a merchant speed up bank holiday settlements?
Yes. Most merchant applications offer an 'Instant Settlement' or 'On-Demand Payout' button. By paying a nominal fee (typically 0.10% to 0.20% + GST), the aggregator routes your payout via IMPS rails instead of waiting for the next NEFT banking clearing window.
What should a merchant do if the customer claims the money was debited but the merchant never received it?
Capture the customer contact number and the 12-digit UTR. Reassure the customer that under RBI circular DPSS.CO.PD No.629, the remitter bank will auto-refund the sum within T+1 days. Do not hand over unpaid merchandise based solely on an unconfirmed debit.
